Born April 1, 1971 in the city of Nizhnekamsk.

In 1994 he graduated from Moscow power engineering Institute (technical University)

specialty "power Supply of industrial enterprises of cities and agriculture".

In 2000 he graduated from the Taganrog state University, specialty "Jurisprudence".

 

He began his career in 1993.
